Minutes of Regular Council Meeting
November 6, 2000 at 7: 30 p.m.

The meeting was called to order by Mayor Janis Meyer. The Pledge of Allegiance was repeated by all present. 
Present were: Clerk/Treasurer, Diane Collins; and Council members, Tom Haase, Amy Haver, Ed Foster, Ron Jones, Mick Pocratsky and Max McDonald; Solicitor, Stan Yoder and Administrator, Kent Gardam.

Foster moved to approve the October 16 minutes. Haase seconded. All voted yes.
Haase moved to approve the bills. Jones seconded. All voted yes.

Planning Commission and Zoning Board of Appeals:
A meeting was held on October 28 to discuss a lot spit on Antwerp Drive. The owners of the property involved at Alice Vetter and Bishop Hoffman of Toledo. The minutes were passed out to council.

Police/Fire Committee: Pocratsky stated the committee met on Oct. 18 . EMS squad chief, Greg Zimmerman, was present to present proposals for a new EMS unit. The committee recommended purchasing a new 2001 Ford Chassis and putting the box currently on unit 510 on the new chassis. Turn around time is predicted at 60 –75 days. Lifestar from Van Wert also offered a loaner. We were offered $575 for a trade-in, however, Foster requested sealed bids right away as there is a local resident interested in purchasing the old chassis. Estimated value of the project: $54,689.00. Gardam will be given the bid specs to get the advertising and bidding process underway immediately. A new sign in front of the EMS building was also discussed at the meeting. The committee wants to meet again to discuss it further. McDonald suggested a sign out front of the building that would state the number of runs they’ve made.

Gardam reported he has one estimate on repairing the water problem in the fire hall and is expecting another one. Two different approaches have been presented and he feels he may need a third to sort it all out.

Collins reported an inspector came to check the boiler in the fire hall. The boiler room was completely full of paint cans and other things that didn’t seem appropriate to have in the room according to the inspector.

Insurance Committee: No report was given by Jones.
Finance/Audit Committee:
No report was given by Jones.
Street/Light/Property:
No report was given by Haase.
Personnel Committee:. Foster and committee met Oct. 18. They decided to give employees a 3% pay increase in 2001. There will be no change in benefits. A $600 bonus will be given to listed employees. Copies of the proposed ordinance are to be placed in the next council packets.

Sidewalk Committee:
No report was requested.
Water & Sewer Committee:
There was no report by McDonald.
Ordinance Committee:
Haver did not have a report.
Cable TV Committee:
Foster reported there will be a meeting on Saturday, November 11 at 8 a.m. Minutes from the October meeting were in the council packets.
Cemetery Committee:
. Haase reported the Cemetery Board will meet with the Personnel Committee on Nov. 20 at 6:30 p.m.
Pavilion Committee:
There was no report requested.
Park Board:
Minutes from the October meeting were in the council packets. The next meeting is scheduled for Nov. 15.
Nuisance Board:
No report was requested.

Administrator’s Report:
Kent Gardam reported the following:

Chuck Herman Construction began work repairing broken sections of sidewalks and driveway approaches;
..... asked for restricted parking during school hours on the 100 block of East Cornelia Street due problems caused by student parking. Council did not seem receptive to the idea. It was mentioned the problem may improve when our garage is torn down and the parking lot is more accessible; 
...... a "dump ramp" beside the water tower will be removed with the site material incorporated into improvements made to the dike beside the water treatment plant; 
.... attended the first session of the Defiance County Workforce Development initiative last week. The effort is being coordinated with Williams and Paulding Counties to initiate the most effective means of ensuring a well trained and effective workforce in the area; leaf pick up is taking place; 
..... Recommended council approve Osmun, Sargent, Gardner and Meyer to attend classes on Ohio certification in water and wastewater operations. The classes will be three hours on Tuesday evenings for 24 weeks. The class fee is $535 per student. The employees would then be able to take the EPA Certification Exam.  Council agreed to pay for the class up front as stated in the schooling policy with the understanding that the participants reimburse the
Village if they fail to pass the exam. Collins made a note that a form agreeing to the pay back must be signed. Foster requested that a letter with a firm date of compliance be sent to two residents the Nuisance Committee has recommended.

Miscellaneous: Ordinance 2000-18 establishing pay ranges was read by caption only for the first reading.

Ordinance 2000-19 approving editing and inclusion of ordinances in the codified ordinances was read by caption only for the first reading. McDonald moved to suspend the rules. Jones seconded. All voted yes. Ord. 2000-19 was read by caption only for the second and third readings. McDonald moved to approve. Haver seconded. All voted yes.

Yoder reminded council that they still need to make a decision regarding leasing the Industrial Park.

Chief of Police: Police Chief Szabo passed out YTD stats.
EMS Reort:
Greg Zimmerman was not present.
Fire Chief:
Chief Stotler was not present.

Clerk’s Report: Collins passed out the following reports: MTD & YTD Fund Reports; MTD & YTD Tax Reports; MTD & YTD EMS collections report; and Mediacom franchise report. She also passed out proposed disaster recover policy and proposed conflict of interest policy for councils review and passage before the end of the year. Foster wants the fire and EMS departments included in the disaster recovery policy. Collins noted that the workers compensation claim made by Mike Stickney was again denied. Business After Hours will be Wed. Nov. 8 5 – 7 p.m.

Mayor’s Report: Mayor Meyer asked council to read the letters from the EPA that were in the packets. The Mayor’s Court Report were also passed out.
McDonald moved to adjourn.
