Minutes of Regular Council Meeting
April 2, 2001 at 7: 30 p.m.

The meeting was called to order by Mayor Janis Meyer.

The Pledge of Allegiance was repeated by all present. Present were: Clerk/Treasurer, Diane Collins; Council members, Amy Haver, Max McDonald, Mick Pocratsky and Ron Jones; Administrator, Hal Osmun; and Solicitor, Stan Yoder. Ed Foster and Tom Haase were absent. 

McDonald moved to approve the minutes of March 19. Jones seconded. Pocratsky abstained. Jones, Haver, Pocratsky & McDonald voted yes. 

Jones moved to approve the bills. Haver seconded. All voted yes. 
Planning Commission and Zoning Board of Appeals: There was not a report.
Rick Weaver was present to present cost estimates for the downtown revitalization project. Poggemeyer's estimate for utilities and roadway were $516,500. The grant estimate was $520,000. Poggemeyer's estimate for streetscaping is $299,000. McDonald reminded Weaver that there is already conduit in the sidewalk.
AEP hasn't said what the cost would be to run service to the area. There may also be a charge to remove the poles. Rick would like to bid the project by April 13, accepting bids on May 1 and bring to council on May 7.
Mayor Meyer said she would see Weaver at the next meeting. 

Keith Birkhold was present to pass along suggestions to council regarding the next bidding process for the Industrial Park farm land. Yoder responded to his comments. 

Police/Fire Committee: Pocratsky asked where we stand with the fire truck request. Mayor Meyer wants the committee to bring something back.

Insurance Committee: Jones did not have a report.
Finance/Audit Committee: Jones and committee met on March 19. They looked over the Industrial fluid Management proposal. They suggested a counter proposal of a 3% increase the first year and a 3% increase the second year. Mayor Meyer sent it back to the Water/Sewer committee. 

Street/Light/Property: Haase was not present to give a report. A meeting was held March 26 regarding the downtown revitalization project. Weaver reported on the findings earlier. Mayor Meyer and Haver have received many complaints about skateboarders, bikes etc. in the downtown area doing a considerable amount of damage to the buildings. It was noted the police dept. will step up patrol of the area. 

Personnel Committee:. There was no report. 
Water & Sewer Committee: McDonald called a meeting for April 5 to discuss the WWTP expansion.

Ordinance Committee: Haver did not have anything to report. 
Cable TV Committee: No report was given.
Cemetery Committee:. Haase was not present. 
Park Board: There was a meeting held March 21. Minutes were enclosed in the packets.
McDonald moved to go into executive session to discuss property purchase. Haver seconded. All voted yes. (8:10 - 8:30) Returned to regular session.

Administrator's Report: Hal Osmun reported the following: The proposed drainage/water flow design
layout for the Industrial Park has been completed by Bell Engineering. 
A spring leaf pick up is scheduled for April 12 & 13. 
Three quotes for repairing the roof at 110 N. Main Street are in Osmun's hands. The lowest was $8,785.
Osmun will be attending a grant writing workshop April 2 - 6. 
Commodities will be available on April 12,
Building Official, Herb Repp, has begun inspecting sidewalks around town. 
Miscellaneous: A petition regarding E. Cornelia Street parking was received. Yoder commented that the Village can restrict parking hours but can not do other things it requests such as exempt property owners from following the same restrictions. 
Chief of Police: Police Chief Szabo did not have anything to report. 
EMS Report: Greg Zimmerman was not present.
Fire Chief: Chief Stotler did not have anything to report.

Clerk's Report: Collins reviewed the YTD/MTD Income Tax report. Collins has not heard any
comments from residents regarding renewal of liquor permits. No action is necessary.

Mayor's Report: Mayor Meyer drew councils attention to a resolution from the County Commissioners
regarding funeral expenses for indigents. The resolution makes the Village responsible for the expenses incurred for the burial of indigent veterans. The March court report was in the packets. The official 2000 census is 3649. 

McDonald moved to adjourn.
