Minutes of Regular Council Meeting
March 5, 2001 at 7: 30 p.m.



The meeting was called to order by Mayor Janis Meyer.

The Pledge of Allegiance was repeated by all present. Present were: Clerk/Treasurer, Diane Collins; Council members, Ed Foster, Mick Pocratsky, Amy Haver, Max McDonald and Ron Jones; Administrator, Hal Osmun; and Solicitor, Stan Yoder. 

Foster moved to approve the minutes of February 19 meeting. Haase seconded. Haase, McDonald, Foster, Pocratsky, & Jones voted yes. Haver abstained.

Foster moved to approve the bills. Haver seconded. All voted yes. 
Planning Commission and Zoning Board of Appeals: No report was given. 

Rick Weaver of Poggemeyer Design Group was present to update council on the downtown revitalization plans. Haase moved to authorize Koester Corporation to do electrical engineering work for this project not to exceed $7,975. McDonald seconded. All
voted yes. Weaver also informed council that ODOT has no plans to resurface Rt. 18 as we originally were told. Weaver encouraged a meeting with the Street/Light/Building Committee, the Downtown Revitalization board, Chamber, Administrator and Poggemeyer to get many details worked out. 

Weaver suggested that we use the Perry Street water line project for a CDBG. Weaver will bring back the necessary paper work to the first meeting in April so they can proceed with the application and public hearing process through the county commissioners
and Maumee Valley Planning Organization. Bids would be awarded around November 2001. We will have 18 months to get the work done. 

Police/Fire Committee: Pocratsky and committee met with some firemen and a representative from United Fire Apparatus to discuss lease options to purchase a new $317,000 fire truck. The new vehicle would replace "Big Red". Council was told that problems with "Big Red" are: transmission, chassie, pump, starting, wiring etc. Foster mentioned that another way to pay for it would be to bill the townships. A council member voiced some concern that the specs for the new truck had unnecessary bells and whistles. Fireman, Bruce Hart, stated the bid specs were made to be generic so that it would be possible for several companies to bid it and also they did not put anymore in the specs than was necessary. Council is willing to listen to a United Fire Apparatus representative regarding the proposals. It was noted that "Big Red" would probably be worth between $3,000 0 $5,000.

Insurance Committee: Jones did not have a report.
Finance/Audit Committee: Jones did not have a report. 
Street/Light/Property: Haase did not have a report, however, suggested that we get bids to get the Smith Street property demolished as quickly in April as possible. 

Personnel Committee:. Foster did not have a report. 
Water & Sewer Committee: McDonald did not have a report. 
Ordinance Committee: Haver and committee met to consider some changes to ordinances. Junk vehicles, vacation time and "jake brakes" to name a few. 

Cable TV Committee: Foster reported the council room audio has been installed. There will be a meeting Saturday, March 10 at 8 a.m. HIXTV will also have a booth at Focus on Hicksville March 17. 

Cemetery Committee:. Haase stated that some excavating is about to take place to get rid of an old sign base. Also it is about the time of year for people to remove old arrangements so that things can be cleaned up. 

Park Board: There was a meeting Wednesday, February 21. No minutes have been submitted.

Administrator’s Report: Hal Osmun reported the following: 
LifeStar has scheduled EMT chief Greg Zimmerman and I on March 15th @ 10:00AM for transport of our ambulance to Van Wert to begin the remounting process. We will also tour the facilities for a brief introduction to the production line process.

Three requests have been received in recent weeks concerning the need for a "Jake Brake" ordinance, as well as "posted" signs on all truck routes coming into the Village.

Upon further review, it has been decided that altering the "bulky" refuse pickup schedule would serve no purpose at this time, and will continue to be picked up on a weekly basis. Customers are reminded that all large tree limbs (8 inches in diameter or less), as well as brush, are scheduled for pick-up during the "last" full week of the month, if it is "neatly" piled along the curb. Any
brush that is shorter than 3' in length, and all "evergreen branches" must be boxed or bagged.

The viaduct at Defiance Ave. is now open for "through" traffic. It will be closed again on a future date for "sealant application", however, the closure will only be for an estimated 2 days.

More quotes on reroofing the 110 N. Main St. garage are still pending.
Commodities distribution will be on March 8, at the North Main St. Village garage. 

Miscellaneous: Yoder informed council that Larry Schohl of Cherry Lane reminded him that the residents of Cherry Lane had petitioned council to take the street over. This would give the village responsibility for water and sewer lines along with the street. It was thought that previous administrator, Kent Gardam, had sent agreements to waiver or refuse the formal resolution of
necessity process. Osmun explained that he believes if the landowners had agreed to this, then the cost would be approximately $10,800 each for the necessary sewer line improvements. Yoder states the landowners turned that proposal down. Mayor Meyer assigned the water/sewer committee to work out a solution.

Corrine Hurni has asked to have property located on S. R. 49 detached from the Village. First she must have council consent to the detachment. From there it would go to the County Commissioners.

Ordinance 2001-04 authorizing the detachment of property from the Village to the township was read by caption only for the first reading. 

Chief of Police: Sargent Willis was present but did not have a report. 
EMS Report: Greg Zimmerman did not have a report. 
Fire Chief: Chief Stotler was not present.

Clerk& rsquo;s Report: The MTD/YTD Income Tax and Financial Statements were passed out. A $15,000 refund was received from the Bureau of Workers Compensation. An OML Bulletin was passed out concerning several areas involving municipalities. 

Mayor& rsquo;s Report: Mayor Meyer acknowledged Collin& rsquo;s accomplishment of becoming a Master Municipal Clerk.
The February court report was passed out. A letter from the OEPA regarding the water system extension of Columbia Acres was in the packets. 

McDonald moved to adjourn.
